The United Kingdom and the United States have forged a landmark bilateral deal that will maintain zero import taxes on British pharmaceutical exports going into the US market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has pledged to increase expenditure on pharmaceuticals through the National Health Service (NHS). This move guarantees that tariffs on these crucial exports will stay at zero for a timeframe of three years.

This development follows earlier statements to dramatically increase duties on branded pharmaceutical imports, with potential rates mentioned as high as 100%.

"This deal with the UK reinforces the international landscape for new treatments and introduces much-needed equity to American-British medicine commerce," an announcement said.

Commercial Impact

Drugs represent one of the the United Kingdom's biggest export categories to the US, which is clearly the primary market for leading UK drugmakers.

Statistics reveal that in the one-year period to the end of September, the UK sold drugs totaling £11.1bn to the US. This figure made up nearly one-fifth of all goods exports in that span.

"This guarantee protects work, stimulates investment and facilitates the UK to become a international leader for medical research," a government official commented.

Key British Pledges

The agreement involves several notable pledges from the UK:

  • Higher Cost Ceiling: The UK will lift the price threshold at which it deems new treatments to be too expensive by a quarter.
  • Higher Drug Budget: There is a target to increase overall health service expenditure on medicines from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Rebate Cap: The sum manufacturers must refund to the NHS to stay within budget will be limited at 15%. In the past, refunds were more than 20%.

Broader Context

The deal comes amid a ongoing dispute between the sector and the UK government over drug pricing and approval rates.

The disagreement were intensified by arguments that American patients were charged several times more for the same drugs than people in the other developed nations.

Recently, several significant pharmaceutical investments in the UK have been halted or cancelled, while major investments have been directed toward American operations.

The Science Minister publicly accepted that the NHS needed to invest a greater share on treatments, noting that its budget allocation on drugs had declined as a proportion of its overall budget over the previous ten-year period.
